It was a bit windy today but I saw several Emperor dragonflies laying eggs in one particular pond. The wind must make it more difficult as they were laying on vegetation just under the surface but they were able to stand on the leaves as they laid them. Some other species have to hover to lay eggs, so I assume they wouldn't have managed today.
